TSR #270447, a transaction for firm yearly service for the period March 1, 2007 through March 31, 2008, was queued on 12/29/06 and declined on 01/02/07.  Under Section 4.2 of Schedule 20A of ISO-NE's FERC Electric Tariff No.3, requests for yearly or monthly service shall be submitted no earlier than sixty (60) days before service is to commence.  In addition, NEP will be updating its business practices to clarify that it provides yearly service only on a calendar year basis. 01/02/07
Under Section 4.3 of Schedule 20A of ISO-NE's FERC Electric Tariff No.3, the Service Provider can require a deposit at the time of Application for Phase I/II HVDC Service. NEP has chosen to defer this requirement until a firm request, made under an active Service Agreement, has been confirmed.

TSR #217963, a transaction for firm monthly service for the period January 1, 2006 through February 28, 2006, was confirmed on 11/02/05. This is the first firm HVDC transaction under TSA-NEP-23. The customer was notified verbally of the deposit requirement prior to confirming firm service.

A request for payment has been rendered for a deposit amount equal to one month's service and with payment due prior to the commencement of service. The deposit will carry applicable interest in accordance with Commission regulations from the date that the payment is received by NEP until the date that the deposit is returned to the customer, which in no event shall be later than the expiration of the Service Agreement in accordance with the tariff.

At 14:57 on May 13, 2005, HQUS requested (#205363) from NEP 73 MW of import over the HVDC tie for hours 20:00-21:00 for May 13, 2005. NEP responded and ultimately the transaction was manually CONFIRMED. This transaction was confirmed despite the fact that NEP's ATC for "IN" service was already fully subscribed. After investigating the matter, it was determined that NEP did not have a valid OATI certificate with WEBTRANS, a software program that NEP relies on to automatically check ATC. WEBTRANS did identify the conflict but could not pass the transaction failure to OASIS. NEP subsequently registered the renewed certificate with WEBTRANS to prevent future occurrences and will not bill the customer for this transaction.

At 4:07 a.m. on April 7, 2005, Powerex requested from NEP 50 MW of import over the HVDC tie for hours 0500-0600. Customer did not include price and seller did not know how to respond. Seller declared the transaction # 203023 Invalid at 11:56 a.m.

On January 6, 2005, HQUS made two identical requests for transmission service from New England Power. The first request (98218) was made at 10:32:13 a.m. EST, and the second request (98219) was made one second later at 10:32:14 a.m. EST. New England Power accepted the first request - 98218. Because identical requests were received only 1 second apart, New England Power exercised its discretion and treated the two requests as a single request that had been sent twice.
