Notice of Public Statement Hearings for November 14 and 15, 2023

PLEASE TAKE NOTICE that public statement hearings will be held before Administrative Law Judges James A. Costello and Maureen F. Leary regarding National Grid New York’s rate filings in Cases 23-G-0225 and 23-G-0226 for gas service in Brooklyn, most parts of Queens, Staten Island and Long Island on Tuesday, November 14,2023 and Wednesday, November 15, 2023.

Improvements keep system safe, reliable and reduce emissions, promote energy efficiency, further advance low carbon fuels, and support most vulnerable customers

On April 28, 2023, KeySpan Gas East Corporation d/b/a National Grid filed a request for new gas rates with the New York State Public Service Commission (PSC) commencing April 1, 2024.

Our rate filing includes targeted investments and programs that will help drive down emissions, strengthen the safe delivery of energy, increase energy efficiency offerings, and other programs to help customers reduce natural gas usage and support connecting renewable energy projects to the network. In addition, the plan will improve the overall customer experience with adoption of new technology to provide more self-service options, increase the number of consumer advocates to assist the most vulnerable customers as well as eliminate credit card fees for residential bill payments – providing immediate savings. These critical investments will support New York’s clean energy goals, ensure safe operation of the distribution network, and expand and enhance programs for the company’s 611,000 customers across Long Island and the Rockaway Peninsula. Altogether, the proposal represents a revenue increase of approximately $228 million.

“Prioritizing the energy needs of our customers is vital, and nothing is more important than the safe operation of our networks as we look for new ways of delivering energy for all our customers,” said Philip DeCicco, Vice President, and Deputy General Counsel Regulatory, National Grid New York. “We have identified essential investments in this rate proposal and we will ensure no customer is left behind in their access to reliable and affordable energy as we continue on the clean energy transition.”

If approved, a typical residential heating customer on Long Island and the Rockaway Peninsula using 102 therms of natural gas a month could see a total bill increase of 16.3 percent or $28.52 a month. Actual impacts will vary depending on usage and service classification.  Throughout the rate case process, we will work with the Department of Public Service and interested stakeholders to explore options, such as a multi-year rate plan, that could result in lower annual bill increases.

To help support the most vulnerable customers, National Grid is delivering $72 million in savings and efficiencies, funding affordability programs with $86 million in low-income bill credits and $70 million annually for weatherization and other programs to help customers reduce usage.

The Commission may approve, modify, or reject any or all of the proposed tariff changes. Among other things, the Commission’s determination may require revisions of the proposed amount of the increases applicable to particular classifications of service, or changes in rates applicable to those classifications for which no increase is proposed by the Company.

Notice of Corrections and Updates

National Grid is working proactively to meet New York’s clean energy goals while ensuring reliable, affordable service for our customers. On June 30, 2023, in accordance with the Department of Public Service (DPS) procedural schedule, we filed Corrections and Updates to our rate plan proposals for New York City and Long Island. This is an expected step in the rate-setting process that ensures DPS has the most current and relevant information.

These updates represent a revenue increase of approximately $272 million. If approved, a typical residential heating customer on Long Island and the Rockaway Peninsula using 102 therms of natural gas a month could see a total bill increase of 21 percent or $34.66 a month. For residential heating customers, approximately $6 to $7 of these increases will be offset by changes in the cost of gas on an average monthly bill. The amount of savings and efficiencies was updated to $71 million.
