Massachusetts Global Warming Solutions Act (GWSA) Initiatives National Grid worked closely with the Commonwealth of Massachusetts as they formulated and passed into law the Global Warming Solutions Act (GWSA). Signed into law in 2008 by Governor Deval Patrick, the GWSA set forth initiatives for Massachusetts to significantly reduce greenhouse gas emissions (GHG). The Massachusetts Executive Office of Energy and Environmental Affairs (EEA) subsequently released The Massachusetts Clean Energy & Climate Plan for 2020, which is a portfolio of policies to ensure that the Commonwealth reduces its GHG emissions by 25 percent from 1990 levels by 2020.
