Generators desiring to connect to New England Power Company's transmission system shall follow the procedures identified below and in accordance with Schedule 22 and Schedule 23 of the Open Access Transmission Tariff (OATT).

Generator Interconnections of 20MW or Less - reference Schedule 23

  1. Eligible customers will first complete a Transmission Service Applications.

  2. Transmission Service Applications are submitted to ISO New England via the Interconnection Request Tracking Tool (IRTT) located on the Interconnection Process Guide.

  3. Upon receiving the completed Interconnection Request the ISO will determine which Transmission Owner will provide the studies.

Generator Interconnections of Greater than 20MW - reference Schedule 22

  1. Eligible customers will first complete a Transmission Service Applications.

  2. Transmission Service Applications are submitted to ISO New England via the Interconnection Request Tracking Tool (IRTT) located on the Interconnection Process Guide.

  3. Upon receiving the completed Interconnection Request the ISO will determine which Transmission Owner will provide the studies.

To receive Local Transmission Service from New England Power Company under Schedule 21-NEP of the Open Access Transmission Tariff (OATT), please follow the procedure below:

  1. Eligible customers will first complete an Application for Local Transmission Service (doc).

  2. The completed Application for Local Transmission Service may be mailed or emailed to ISO-NE to the following contacts:

  3. Upon receiving the completed Local Service Application and following study procedures described in Schedule 21, the ISO will send a standard form of Local Service Agreement to the Eligible Customer for execution.

To receive Phase I/II HVDC-TF Service from New England Power Company under Schedule 20A-NEP of the Open Access Transmission Tariff (OATT), please follow the procedure below:

  1. Eligible customers will first complete the Application for Phase I/II HVDC-TF Service (pdf).

  2. The completed Application for Phase I/II HVDC-TF Service may be emailed to Transmission Commercial Services at myService.NE@nationalgrid.com.

  3. Upon receiving the completed Application for Phase I/II HVDC-TF Service and following additional procedures described in Schedule 20A, NEP will send a standard form of Phase I/II HVDC-TF Service Agreement to the eligible customer for execution.

  4. Executed Phase I/II HVDC-TF Service Agreements may be emailed to Transmission Commercial Services at myService.NE@nationalgrid.com.

Calculation of Capacity Benefit Margin (CBM) for NEP

Wherever applicable, New England Power Company (NEP) administers its Open Access Transmission Tariff consistent with the services provided under the NEPOOL Open Access Transmission Tariff, administered by ISO-New England. To the extent that NEP is required to calculate the CBM for transmission services associated with Hydro Quebec Phase I and II, the following, ISO-New England, practice will be employed: It is the current practice of ISO New England Inc. to use 0 MW for CBM when calculating transfer capabilities on its interconnections with other Control Areas. This practice is based on the capability of generation located within New England to reliably meet load and reserve requirements during most hours of the year and on the relatively low usage of NEPOOL ties for supplying loads outside of New England.

OASIS User Registration Procedures

Every user of the New England OASIS node must access the OATI webOASIS system using a digital certificate. The certificate allows the user to log-on to the system. Prior to obtaining a certificate, the user's company must be registered with OATI.

Information about registration and the obtaining a digital certificate can be viewed at: ISO-NE OATI OASIS Registration Memo (pdf). Further directions on downloading and installing the certificate are available by contacting support@oati.net.

In order for a user to make point-to-point transmission service requests, the user's company must either have or enter into a service agreement. Instructions for applications for service from New England Power Company can be found at the Procedure and Application for Phase I/II HVDC-TF Service section above. Once registration with OATI is complete and a service agreement is in place, transaction can take place at: www.oatioasis.com.
