Introducing the new Residential Heat Pump Rate
Starting November 1, 2025, a new reduced electric delivery rate will be available for qualified residential customers who use heat pumps for home heating. This seasonal rate applies to electricity usage from November 1 through April 30, helping reduce energy costs during colder months.
Who is qualified for the new Heat Pump Rate?
The Heat Pump Rate will be available to residential electric customers who use a heat pump to heat their home, either fully or partially. Please note that heat pump systems used only for air conditioning or water heating do not qualify.
How do I enroll in the new Heat Pump Rate?
If your Heat Pump was installed in your home with the support of a Mass Save® program in 2019 or later, and you’re on a residential electric rate, you may be automatically enrolled in this reduced rate. If you are eligible, you will see this new rate on your bill starting in November 2025—no action is needed on your part. You will receive notification via email, text or printed letter to confirm your enrollment.

Where can I see the Heat Pump Rate on my electric bill?
If you’re enrolled in the Heat Pump Rate, you’ll find this message reflected on your bill:
You are currently enrolled in the Heat Pump Rate, which provides a lower distribution charge during the winter heating season. The reduced rate is applied to November through April kWh usage and is included in the distribution charge line item under the Delivery Services section of your bill.
When will I see the Heat Pump Rate on my electric bill?
It could take one to two billing cycles after the new rate takes effect on November 1 for the discount rate to appear on your bill.
How much could I save with the heat pump rate?
If you're an eligible R-1 residential customer, you could save between $70 and $141 per month from November through April, based on average electricity usage. Actual savings will vary depending on your energy consumption and the type of heat pump installed.
Customers on the R-2 income-eligible rate may save between $20 and $96 per month, taking into account any existing income-eligible discount(s). Your individual savings will depend on your electricity consumption and the type of heat pump installed.

The Heat Pump Rate offers lower delivery charges per kWh during the winter months (November–April), helping reduce your energy bills. For example, a customer using 1,670 kWh/month could see meaningful savings.
From May to October, heat pump customers pay the Standard Residential Rate, just like all other residential customers.

No. Currently, the heat pump rate is only available to residential electric customers who use a heat pump to heat all or part of their home.
As part of our ongoing commitment to affordability and supporting clean energy, we’re introducing a new seasonal rate for customers who heat their homes with heat pumps. This rate lowers winter delivery charges to help make heat pumps more affordable to operate during the coldest months.
A heat pump gives you heating and cooling in one efficient system. With rebates, financing, and a lower winter electric rate, making the switch is easier than ever.
If the prior customer installed a space heating heat pump through a sponsor of Mass Save or was already enrolled in the heat pump rate, you could see the discount on your bill one to two billing cycles after the new rate takes effect on November 1. If the prior homeowner did not participate, we'll make it easy to sign up. Please see our heat pump enrollment page for the application form and more details.
This is a new rate that goes into effect on November 1, 2025 and cannot be retroactively applied to bills prior to that date.
If you are a renter with a residential electric account and your unit is heated with heat pumps, you may qualify for the heat pump rate. More information on enrollment is available above.
You can opt-out of the new heat pump rate by calling us at 1-800-322-3223, Monday through Friday, 7:00 a.m. to 7:00 p.m.
Our records indicate that your property received a Mass Save rebate for the installation of heat pump equipment. This rebate may have been claimed by a previous resident who installed and registered the system. Some heat pump units resemble traditional air conditioning or HVAC systems, so it’s possible you have one without realizing it.
