Permitting
The permitting process includes opportunities for public involvement from permitting through construction.
Article VII
The project requires the submittal of an application to the Public Service Commission (PSC) for an Article VII Certificate of Environmental Compatibility and Public Needed. Since the proposed gas pipeline replacement is less than 10 miles, the application is subject to the streamlined process set forth in Public Service Law Section 121-a and in rules at 16 NYCRR Subpart 85-1. The Article VII process involves an evaluation of all potential impacts from the project and includes a detailed environmental assessment. Other agencies, like the Department of Agriculture and Markets, the Department of Environmental Conservation (DEC), and the Office of Parks, Recreation, and Historic Preservation, are entitled to become parties to the Article VII process. An Article VII Certificate was issued by the PSC on July 14, 2025.
