Energy Affordability Program - Solar

We have partnered with solar generation facilities and New York Power Authority (NYPA) to enroll community solar projects into the Statewide Solar for All (S-SFA) and Renewable Energy Access and Community Help (REACH) programs. Enrolled solar generation facilities are paid for the electricity generated by those facilities and in exchange, provide a share of those payments to participating customers.

Starting December 1, 2025, our electric customers enrolled in Energy Affordability Program (EAP) will receive an additional bill credit on their electric bill. The additional credit is from solar projects that generate electricity across our territory. Customers will see these savings listed as S-SFA/REACH Credit on their electric bill. These programs provide an automatic monthly credit on your National Grid bill in addition to the credit you already receive from EAP. You will be eligible to receive the S-SFA/REACH credit as long as you continue enrollment in EAP.

The S-SFA/REACH Credit will not impact any assistance customers may already be receiving from HEAP or another utility bill assistance program. In addition, customers receiving an S-SFA/REACH Credit can still subscribe to a local community solar project, deepening their savings.

New customers who enroll in EAP after December 1, 2025 are only eligible for S-SFA/REACH if they reside in a disadvantaged community.  To find out if you reside in a disadvantaged community please go to:

How the Discount is Calculated

Annually, the programs take the amount of electricity the solar projects’ generated in the current year and calculate a credit for the upcoming program year. This will determine the amount of the S-SFA/REACH Credit for the upcoming year. The discount amount for the upcoming year is set on December 1st. As we partner with more solar generation facilities, the discounts on EAP customers' electric bills will increase.

National Grid has partnered with solar generation facilities to enroll community solar projects into the S-SFA program. Those enrolled solar generation facilities are paid for the electricity generated by those facilities. By participating in the S-SFA program, the owners of those solar generation facilities have agreed to provide a share of those payments to participating customers, like yourself.

The newly enacted Public Authorities Law (PAL) §1005(27-b) authorizes the New York Power Authority (NYPA) to establish the Renewable Energy Access and Community Help (REACH) program to enable low income end-use electricity consumers in disadvantaged communities to receive bill credits derived from a portion of the net revenues generated through the production of renewable energy by a renewable energy system planned, designed, developed, financed, constructed, owned, operated, maintained or improved, or contracted for by NYPA as a renewable energy project

The S-SFA/REACH enrollment process will operate in parallel to the EAP verification process and will automatically enroll eligible customers in the S-SFA/REACH program once the utility receives notification of the customer’s eligibility for EAP enrollment. However, S-SFA/REACH credits will be distributed only to EAP customers that reside in a Disadvantaged Community (“DAC”).

Until November 30, 2025, the Company will automatically enroll into the Programs any customer account participating in the Company’s EAP. Starting December 1, 2025, the Company will automatically enroll into the Programs any newly enrolled EAP customer that resides in a DAC. In addition, EAP customers residing outside of a DAC that received an EAP-Solar credit prior to December 1, 2025, will continue to receive credits as a participant in the Programs until such time that the customer is no longer an EAP participant.

Being enrolled in S-SFA/REACH, you will receive discounts on your National Grid electric bill, in addition to those you already receive through EAP.

There are no additional costs to receive benefits from S-SFA/REACH.

A set monthly bill discount will remain in effect for one year, beginning Dec.1. Each year, National Grid will update that bill discount based on the amount of solar generation facilities participating in the program. The more solar generation facilities, the greater the discount.

Compared to traditional rooftop solar, community solar facilities are much bigger and are generally installed in a large, open space. Developers of community solar facilities must enroll subscribers from their communities, and in exchange, those subscribers receive bill discounts on their electric bills.

Yes, S-SFA/REACH participants also may simultaneously participate in a CDG project or simultaneously enroll in a Remote Crediting or Remote Net Metering project.

If a customer elects to opt-out of S-SFA, or REACH, they will no longer receive the credits associated with both programs.
